Gregor Hoffman is a former member of German Special Forces who did three tours before apparently becoming an assassin/mercenary for the Initiative. At some point, he became wanted for killing a diplomat outside the U.S. embassy in North Africa.
Hoffman first appears at Grayson Global, posing as an I.T. worker there to fix the building's computer servers after Carrion blacked out the city. However, unbeknownst to Daniel, who lets him in, he uses the moment of oppurtunity to plant a bomb in the building. Hoffman is seen at Conrad's press conference, right before the bomb goes off. Everyone at the conference (and apparently in the area) gets a text message reading "Long Live David Clarke", presumably to give them the impression that Flight 197 conspiracy theorists were behind the bombing.
In the episode "Hatred" Aiden gets Nolan to fabricate evidence that made it look like Hoffman was responsible for Takeda's death so Niko would leave to go after him. Aiden thinks that Niko wouldn't find Hoffman and that Nolan has given her a fake trail to follow but Nolan reveals that she'll actually find Hoffman since he was responsible for Declan's death.
This makes Hoffman one of the few Americon Initiative members who's still evading the authorities. As of the end of the show in "Two Graves", he is also the only antagonist to never receive justice for the crimes he committed, nor die.
